Brett P. Foley, Ph.D.

Director of Professional Credentialing and Senior Psychometrician


Brett has worked with many types of testing programs, including credentialing, educational, and information technology certification testing. Additionally, he has provided general educational measurement and related policy consultation and has led validation research in alignment and standard setting. He earned a Ph.D. in Quantitative, Qualitative, and Psychometric Methods from the Department of Educational Psychology at the University of Nebraska - Lincoln. He currently serves as the Content Editor for the National Council on Measurement in Education (NCME) website and is a past-president of the Northern Rocky Mountain Educational Research Association (NRMERA). His research interests include standard setting, policy considerations in testing, and using visual displays to inform the test development process.

Fun Facts

Brett enjoys photography, frisbee golf, bowling, reading/audiobooking, tinkering with computers, looking for awesome deals (e.g., garage sales/ auctions/ thrift shops), and pretending to do house work (e.g., mow, plow snow) while he’s actually screwing around on his ATV, and estimating probabilities. He lives in the country outside of Lincoln, NE with his wife, dog, and two daughters.
